The 2023 code requires surge protection when a service or panel is replaced in a dwelling, so a new panel generally comes with it. Surge protection guards against spikes from the utility or a nearby strike, and it is especially useful for electronics and HVAC controls. We cover this in our panel repair and upgrade page.
