Either works. The garage is usually shorter, drier and cheaper, since the run from the panel is shorter. Outside is the better choice when the car parks in the driveway, and it needs a weather-rated enclosure and the right protection. We choose the spot by where the cable reaches the charge port, not only by where the panel is.
